Armenian Diaspora Parliament (draft)
OBJECTIVES
One of the major goals of the Armenian Identity Card (HyeID) is to unite Armenians living outside the Republic of Armenia and Artsakh in a single structure and create a special representative body, the Armenian Diaspora Parliament.
The Parliament of the Armenian Diaspora must be established through free, transparent and democratic elections by giving all Armenians living outside Armenia and Artsakh the right to vote and the opportunity to vote.
The purpose of the parliament will be:
Creating a collective diaspora force,
Protecting the interests of Armenia, Artsakh and Armenians living in the Diaspora,
Economic and political strengthening of Armenia and Artsakh.
Preparation of repatriation program and support of repatriation,
The preservation and dissemination of Armenian identity (culture and language) in the Diaspora,
Formation of collective opinion of Armenians living in different countries of the world on the processes taking place in the Armenian world through the organization of precise and transparent surveys and referendums.
Support the ongoing efforts to solve the Armenian Issue,
To improve the relations with the Islamized Armenians, to return them to their ancestral culture,
To promote a new image of educated, organized, advanced, successful, active and prosperous Armenians in the world.
After its creation, the Armenian Diaspora Armenian parliament will make corrections and additions to the revised goals, as well as formulate many new goals.
FORMING
The Parliament will be formed by Diaspora Armenian Identity Card Holders through transparent electronic voting.
Elections will be conducted using:
Armenian Identity Cards (HyeID).
The network of the Armenian Identity Card Organization, which will have the ability to organize elections online,
Numerous branches of the Armenian Identity Card Organization operating in the cities of many countries around the world.
All holders of Armenian Identity Cards who have the right to vote in the Armenian Parliament of the Diaspora must be of Armenian origin and identify themselves as Armenians.
Every Armenian living in the Diaspora, regardless of gender, education, profession, religious beliefs or political views, can vote and be elected to the Armenian Parliament.
Only cardholders over the age of 18 can vote and be elected.
STRUCTURE AND FIRST ELECTIONS
(This structure may be changed by the Armenian Diaspora Parliament after its formation.)
Diaspora Armenian Identity Card Holders will get 150 Diaspora Armenian deputies elected at the first parliamentary elections. The first elections will be held when the number of Cardholders of the Armenian Identity Card will exceed 150 thousand, and there will be branches of the organization in at least 10 countries around the world.
The Board of Trustees of the Armenian Identity Card will initiate and organize the first elections to the Armenian Parliament of the Diaspora. The next parliamentary elections will be organized by the parliament, which has previously formed an authorized body.
Members of the Parliament will be in office for four (4) years. In case of re-election, a deputy can hold office for another four (4) years. Thereafter, the same deputy may only be re-elected if one term is missed.
Each elected deputy must reside in a geographic constituency for at least 70% of the term.
The periodicity and order of sessions of Parliament is determined by Parliament after its formation.
Parliament itself elects its governing bodies, including the president and vice president, and organizes special parliamentary committees.
A deputy may be recalled by collecting signatures if a majority of the voters in that geographical constituency so desire.
Parliamentary committees, operating under the authority of Parliament, must include the following areas:
communities
science and technology
education,
culture,
improvement of security and intelligence in RA and Artsakh,
reform of the judicial system in Armenia and Artsakh,
assistance in international relations,
budget
relations with Armenia and Artsakh,
repatriation,
economic development programs
The Armenian Question:
Combating defamation
social problems
sports,
Inter-Diaspora relations.
Any other commissions can also be created.
